I've assigned this to dimstar as he is an openSUSE guy.

Let me start with the opensuse request:
libproxy is officially part of the upcoming openSUSE 11.2 (Current M6). The
package
consists of the library, several config subpackages and a -devel package. This
is
already done.
Regarding the other distributions: libproxy will shortly appear in most of them
that
are using gnome, as libproxy is an external dependency. Activating those builds
in
the OBS is most likely calling for trouble. I'm myself aware of the packaging
guidelines for openSUSE. I know that Fedora is rather close with the package
(in fact
the initial checkin they had was a copy from openSUSE). I have no idea of all
other
packaging guidelines out there. And in plus I don't know anything about deb
packaging.
So in short: I don't think there is anything that we as upstream project can do
in
this situation.
