Editing language packs convert tags to html code #210

What steps will reproduce the problem?
1. Installed 1.2.3 then upgraded to 1.3 RC1
2. Created new language pack
3. Edited a few universal items
4. Saved it and it converted the < > in <strong> to the HTML codes (& gt ;
or & lt ;)
5. Checked the items again and it was listed as < > but output on the forum
as the HTML codes
6. Tried to use the HTML codes in the item packs but it then coverted the &
in the code to & amp ;

It also adds about five forward slashes before single or double quotes

This is strange. This was a bug in an old, ooooold version of MyTopix, but was
resolved ages ago. I guess I inadvertently caused it to resurface. :(

We were planning on removing this feature all together. It will no longer exist
within the next build.
