Turning off features doesn#t remove links in skin!

What steps will reproduce the problem?
1. Oh noes! Turn off the calendar and the note system for example...
2. ...and the links are still visible in the skin.
3. PANIC!

What is the expected output? What do you see instead?

Weeeell it'd make more sense for them to just disappear really.

What version of the product are you using? On what operating system?

1.3.0 build 25
