Update README to clarify who is the maintainer #229

The maintainer needs to be a civil servant.

If we don't have a maintainer, we can simply display a warning that this library is not maintained.

I am a civil servant at INSEE. I am a maintainer of this library and am listed as such in the #gouvernance section.
