What steps will reproduce the problem?
1. run an application that opens dialogs asynchronously, such as Firefox or
Thunderbird
2. work elsewhere in the desktop
When a dialog (such as password dialog) is spawned by Firefox or Thunderbird it
appears in random place in stack order, possibly even on a different workspace
and different screen.
The dialog should be floated above the window for which it is transient. It
both makes sense and avoids many issues from issue 95
