docs: introduce documentation website

Description

This PR introduces a new documentation website that uses Docusaurus.

Motivation and Context

The reasoning for introducing the new documentation website is to help developers learn about how to use the library quicker.

How Has This Been Tested?

The website can be accessed at react-native-header.codeherence.com

Types of changes

• [ ] Bug fix (non-breaking change which fixes an issue)
• [x] New feature (non-breaking change which adds functionality)
• [ ] Breaking change (fix or feature that would cause existing functionality to change)

Checklist:

• [ ] Updated the README.md to reference the website
• [x] Created the documentation website under the docs folder
• [x] Deployed it under react-native-header.codeherence.com
• [x] Introduced GitHub Action to deploy the website anytime any changes are merged into main.

Additional Notes (Optional)

At the moment, the website does not implement versioning. This will be added.
