Languages update #171

Add missing keys for all locales but only in English.

Doesn't adding the untranslated strings somewhat undermine the new tests? I always thought there was a fallback in CI4 language to use english if a string was not defined in the translation.

Hmm I guess you're right. Maybe I'm just agitated at this whole "maintainer" thing not working well when we need them.
