[bn] Add Bengali locale #363

1) Translations\Tests\BengaliTranslationTest::testAllConfiguredLanguageFilesAreTranslated with data set "bn" ('bn') Failed asserting that language file "Errors.php" in the main repository is translated in "bn" locale. Failed asserting that an array is empty.
