Empire Build enhance #129

Given how quickly the number of stars grows, it would be handy to have a single number at the top if the Empire Build pane of the total number of stars building/idle stars/total builds as a production relational. Some players might also be curious about a further breakout of number of bios, labs, etc. building by building type, such as: 241 bios building, 987 shields building, etc. This would present a total analysis of production empire-wide. Alternatively, you could keep things brief until you tap a 'breakout' button to display all building in fine detail.

This sort of 'breakout' metric would also be handy on Fleets for displaying fleets on-station vs. Moving with ETA. Further, Fleets could present a forces/scout detail of allied/enemy fleets. This would work nicely with a future tie-in of all Array info tracking invasion movements etc.
