Adding Quadrant view to Tac view zoom out would be the way to go. Minimalist detail such as single relational dot per empire. Enter any 2 empire names, it then displays which quad, and distance between.

I've always wanted to do a Google Maps sort of deal where you can zoom out really really far. Not sure how it could be done, though....
