Empire rank Scrolling #66

As the title says we should be able to scroll up/down the empire rank so we can find other active empires.

The empire rank scrolling should be limited to, Top 100.

I disagree w limiting, rather allow moving of the top and bottom of 'the frame' around a selected empire to view the 'five above' and the 'five below' a given choice. Just tap the up arrow or the down to move the frame.
