Bring players of more than 100 stars to be unable to accel. Moneyed players already have such a great advantage.

Better yet, tie accel to number of stars. Begin losing 10% from 500 stars onwards. Biggest players have thousands of stars. Have it cut out totally at 1000 stars or above rank 100.....
Hmm, interesting. This would mean the only way large empires have to spend money would be moving ships, though I guess if I go with my comment in #79, and add a marketplace that would make things a bit more interesting again. I guess it would encourage them to give cash to new alliance members, which is also a good thing.
Many have been asking for Market or some sort of Trade. Maybe Slaving in captured Natives? Might be time to work in some Diplomacy things...captured slaves sentenced to work the dying stars?!?Get in another terraforming angle here? Too weird?

Keeping large players from accelerating builds should ensure that no player would be able to overtake any of the existing larger players. At first I didn't like this suggestion but thinking about it, this might be good for me.
The 50% rate is unfair to smaller players. It should be anything up to full fast complete.
