The owner of an alliance should have the power to disband an alliance, permanently.

This would also be a backwards method of deleting empty alliances by joining said alliance and becoming the Boss, for the purpose of killing the alliance dead.

Other option would be an auto-delete of an inactive alliance and freeing up their stars for colonizing.
