Fleet transfers among allies #79

It would be useful to allow ship command to be transferred between allies to a limited degree. Include a PM and/or sitrep notify to new cmdr as to where and composition of xfer.

It might also be wise to include an officer's rescend to keep authority among the top three.

I was thinking of some kind of market system where you can buy/sell ships, maybe after building a special marketplace in your starsystem (like how you build a wormhole, there'd be another one to build a market for buying/selling ships).

Transferring ownership of fleets through alliances could also be something as well.

Space Stations? Like on the old Andromeda series. Room for bootlegging too? Too much?!? Too weird?
