Dragging on the scene in design mode on iPad, and other touch devices, both paints the custom background and scrolls the scene #416

You can't paint on the custom background independently from scrolling: if you paint, the scene scrolls, and if you try to scroll, you paint where you touch to scroll.

Note from the 1.9 QA:

"Similar to the known iPad issue, Chromebook with touch screen can’t paint by dragging on the scene with touch screen. When drag happens, it just scrolls the scene without drawing the selected pattern."
