Testing notifications not working #152

When trying to "Test Notification in the Brute Force Stop section in the Joomla! backend, an error message appears:

Error
An error has occurred
Class 'BFStopNotifier' not found

This happens when the bfstop plugin is not enabled or not installed. Thus, this will be fixed with #139 and #140.
