IDEX-1664. Disable 'EditDatasourcesAction' and 'NewDatasourceWizardAction' when current project is Read Only.

The datasources are stored in user preferences and are net related to the project. Is it really desirable to limit their modification on a project by project basis ? I mean, there is no relation between the project and the datasources.

Discussed with Roman Iyvshyn, As Datasource are stored in the user pref, no need to disable the feature in RO mode
