feat: add native runtime spawner

Comparing the two spawners:

• The previous spawner-docker service launches new docker containers for each spawnRuntime request.
• The new spawner-native service launches the native OS process inside the spawner-native container. No docker containers will be spawned.

The native spawner is now the default spawner. The docker spawner may be removed in the future.
