move user auth into only ui-web

The user authentication is moved to ui-web.
ui-desktop no longer requires user signup/login. TODO
- [ ] finish the dummy APIs in file-backend to persist repo meta data
- [ ] Make a yjs-server that writes YDoc blobs into files
