Can't resign a topic #23

What steps will reproduce the problem?
1. There's no way to resign a conference

What is the expected output? What do you see instead?

I'd expect to be able to untick a topic when viewing conference details and
have Augur resign from that topic on the next sync.

What version of the product are you using? On what operating system?
Augur Snapshot Build svn revision 20, Windows Vista SP1.

It should be resigning conferences. How do you confirm you are not resigned? 
Note that the view of the 
conferences will not update till the next bundle refresh for the root. This 
though is a different issue.
