2.0.8 SSL Certificate issues #41

Describe the bug python pip installer fails due to certificate issue

Expected behavior The installer works fine when used in other network lcoations.

Version 2.0.8, Windows 10

Additional context Typical errors below for python packages.

How do I update the certificate chain before python starts installation?
