web plugin has turned faulty after beta 16 #92

What steps will reproduce the problem?
1. using a webpage to display external data that has a background and a refresh 
every few seconds. 

What is the expected output? What do you see instead?
The screen would display the background image set on the web page and the page 
would refresh every few seconds like the page is requested to in the <META 
REFRESH> tag.

What version of the product are you using? On what operating system?
beta 18

Please provide any additional information below.
This used to work perfectly until around beta 16 where it would load the page 
with no background and wouldn't refresh any more.
