content/join: Add "Partner universities" as first priority for registration

• I'm not sure if this is a good phrasing, so think carefully
• State first priority for partners, that is, those who are contributing their own resources to run the workshop.
• This seems to be a reasonable thing to do to join universities to join as partners. But project-wise is this a good thing to say? In practice I think that the partners will rarely fill up the workshop (and in practice, the partners represent the countries, so... 1 is almost the same as 2).
• Review: detailed consideration of what this means.

I think it is fair to indicate this. For me as registration admin, does that mean that some individual learners will have to wait until the last moment before being accepted?

This is the eternal registration question, and I don't have a good answer. How do we let people know early enough and also reserve for the target audience? I guess we need to be flexible and let people know?

In "partners first" has no practical effect as the partners cover basically all the expected audience from the NeIC countries anyway. But the problem will remain...

Maybe emphasizing livestream is the answer? Everyone should reserve the time for the livestream, and some might get prometed to Zoom.

... also we need to reserve space for those who will come with full teams. In theory we should accept them even after we are 'full', right?
