This is very minimal, but provides a de-facto model of what we do now.
I propose that this be improved and merged, and then we have clear way of improving it in the future (further PRs to this page).

Thank you for getting this started! I read it and will replace the link to NeIC wiki by a link to the collaboration agreement text (which I will upload to coderefinery.org). The reason I don't want to link to the wiki is that it is one website too much and I will focus on coderefinery.org and not maintain CR info in what is now 4 concurrent places (CR website, NeIC public wiki, NeIC private wiki, NeIC website). I will send a patch to this PR soon.
