Playbook for workshop organization #220

Currently only copied material from the HackMD, now continuing working on refining and maybe (?) merging with workshop-administration.

This PR is currently only FYI that someone is working on this :)

Should we add here also a template that can be copied to eg HackMD to become the planning hackmd?

Sorry for the delay, I totally forgot about this WIP :/ Since some stuff is new now, maybe the copy-pasteable example could be added after spring workshop?

I suggest we merge, then review and make sure nothing is missing that we can think of. Then we make it copy-pasteable (that's the easy part, I can do that) and we go from there.

The important part now is that few people can review. Maybe that's easier in merged version.

Also the copy-pasteable is not the essential part but the "one source of truth" is :-)

I will merge and work on the merged page and send a PR with my changes soon to unblock role-distribution and planning steps.

Maybe it's not linked from navigation but I will fix that.
