If you undock a window then grab the right side of the window and start resizing, you'll notice the bottom of the window pops upward. It seems like it's popping by the height of the title-bar. You can also see this if you undock a window and look at its shadow in the bottom right. The shadow seems to be raised up, until you attempt to resize it.
