Basic Information

This issue would follow on from https://github.com/codersforcauses/penni/issues/75 and https://github.com/codersforcauses/penni/issues/81 to make the help center page that goes to the report page (https://github.com/codersforcauses/penni/issues/90) and contact page. It should reuse the tag component made in issue 81 and look something like:

[ ] Has two tag components for help center and contact pages.
[ ] Create or reuses a header component as seen in https://github.com/codersforcauses/penni/issues/90.
[ ] Uses a new page in the account subfolder/directory.
