Manage event page styling

Basic Information

• [x] Fix the bar width issue for the repair requests tab
• [x] Make the header opaque, which is noticable when scrolling down on this page
• [x] Change add new request button from grey to white, wtih no ring
• [x] Make x padding equal around the page
• [x] (Optional) other styling improvements and ideas which could include updating the sidebar styling

Might be best to branch off of #191 as it contains frontend changes
