Fixed navbar issues with new landing page #222

Reverted width of navbar as taking up to much screen space. Fixed issues with navbar contents when screen shrinks before reaching mobile navbar

Navbar at full screen, half screen (tablets), and mobile. When then + is hovered over "New Repair Request" appears.
