Hi codeRtsv I add an statement of philosophy.

The statement is based in JCU and Australia Academy of Science core values. It also mention open data, open science and open software as important tools and philosophies to move science forward. Not sure if this is what you were thinking.

Those core value statements cover a lot of the things I was thinking about. I had hoped to have a bit more of a group discussion in the #1 (Statement of Philosophy) issue thread before committing anything. However, I'll merge your PR as a starting point for further discussion.

Before I merge could you move the statement to a separate markdown file e.g statement_of_philosophy.md and link it in the README.md?
