Adding Apache 2.0 license

Explanation

Added Apache 2.0 license.

Rationale

Mulled over this for months and ended up deciding to have the core of SageRx be licensed under a very permissive license.

Agree with addition of license. License is open enough that it should not scare away contributors or partners. Not sure if we want to include a "NOTICE" text file as part of the distribution, according to the license.
