Resolves #271

Explanation

Converted the following three stored functions into dbt macros: ndc_format ndc_to_11 ndc_convert

Tests

  1. What testing did you do? successfully built stg_fdc_ndcndcs, stg_fda_enforcementjson_ndcs using macros.

Looking much better - a few remaining questions. I'm going to wait to merge this until after our hosted database conversation this afternoon.
