e648f8a6 - slimfly/all workload: function prototype to make XL compiler happy

Commits mostly focus around the slim fly model, make check passes all tests except for dragonfly-dally which fails for an unrelated reason that is addressed in a coming pull request. Slim fly core functionality is maintained but allows for multi rail injection now.
