Update validation criteria in the API to match the one in the frontend as part of enhancing security measures.

Validation Criteria:

Username should be 4-20 characters long
Password should be at least 8 characters long
Password should contain at least one letter (uppercase or lowercase)
Password should contain at least one special character from the set: _@$!%*#?&
Password should contain at least one numerical digit
