Stored Procedures template requires optional properties TablePrefix and OutputDir #703

Stored Procedures template requires TablePrefix and OutputDir when you launch the template from Template Explorer but works from Generator Studio. The fix is to add an optional attribute to https://github.com/codesmithtools/Templates/blob/master/Templates/Database/StoredProcedures/StoredProcedures.cst#L1139 and `Optional="true" to https://github.com/codesmithtools/Templates/blob/master/Templates/Database/StoredProcedures/StoredProcedures.cst#L18
