expose "dictionary" (--dictionary|-D) option #63

reincarnated https://github.com/codespell-project/actions-codespell/issues/62 since there were no follow up to https://github.com/codespell-project/actions-codespell/issues/62#issuecomment-1494376149 so I don't forget:

https://github.com/codespell-project/actions-codespell#parameter-builtin is about "builtin dictionaries to use.", so I guess --builtin, I need --dictionary to point to a local custom dictionary file and I believe that option is not exposed in the action yet.
