이미지 업로드 핸들러의 useCallback 삭제

구현&변경 내용

스터디 공고 만들기에서 이미지 업로드 할 시 상태가 갱신 안되어 유효성 검사 통과 못하는 버그 수정

ex) Users Table 변경 필요
