MA3 - Service Provider Onboarding #4

Setup Provider Onboarding via Stripe. To start off with, we are planning on "solving one side at a time" so we will try to handling Service Providers manually as much as possible.

There will still be onboarding for Stripe and user registration, so that stuff will still need to be built out.
