Neutral Spanish localization [no guide] #416

Adds a well-researched localization of all the contents of the mod excluding the Pyrotech Esoterica guide to neutral Spanish (added to the MX localization which is generally considered to be the file where the most neutral dialect is used).

I had intended to translate the Guide as well, but I currently don't have time and thought it would be better to share what I had.
