[C++] Add exception handling #402

Description

Exception handling for C++ aren't presently on Code Thesaurus. This issue is to add that concept to the system.

I have not been able to get my hands on this, but this weekend I'll try to wrap it up! Cheers ;) Also the Ruby Math operators :)
