Background / Customer Feedback

When an issue is manually moved to a stage, some project users would want to automate assigning it to a user; either a predetermined user or the current user.

replaces #114

Solution

Enable project admins/owners to enable custom stage assignments. when this is enabled a custom stage (not initial stage or final stage) can choose to enable assignment. The options are either the current user or a specific user. Also, a setting should exist to enable overriding existing assignee (otherwise only applies if no assignee exists).

may be solved with codetree/codetree#1687 (auto assign user on branch push)
