[Feature] - add arduino library linter to pipeline

Is your feature request related to a problem? Please describe. Now that our PRs are publicly available on the Arduino Registry, we should be able to run linting in our own repo to make sure our repo is compliant with Arduino's Registry.

Describe the solution you'd like Use the first-party github actions tool as part of our internal CI/CD pipeline.

2. run linter locally using the arduino linter
