Describe your changes

fixes banner styling to be more responsive
removed off-balance button and integrated it into the cookie header
maintained ribbon effect on all scales
redesigned banner to be sticky
NOTE: there is a known readability issue with the ribbon on mobile view. this will be documented in a follow-up issue.
