Add distribution, add docker image #39

Description of the Change

This provides two new ways to obtain and use acdebugger

Additional changes

Benefits

The distribution can be included with other tools as there is no system scoped dependency pulled in.

The distribution can be installed easily by adding the bin directory to the path

The docker image can be used to debug container based ddf deployments easily

Verification Process

Build, unzip distribution, test running the debugger (probably on windows as well)
