Allow Logout Redirects #6223

Description

Currently in downstream projects, there is no way to redirect a user to a url when that user logs out. Implement a way for a user to be redirected to a url when logging out and ensure the current behavior in DDF does not change.

Expected behavior:

Downstream projects are enabled to change the logout url and current logout behavior in DDF does not change.
