[2.26.x] Add properties parameter for updates

What does this PR do?

Adds a properties parameter to catalog service updates. Exposes services/internal/catalog/?$=PUT for CSRF (not ideal solution but quite a bit of refactoring needs to be done to move the endpoint/catalog service away from jaxrs) for updates.
