Customize order of communities in community switcher #1323

After we expose a network profile, allow users to change the order of communities on their own profiles, and show communities in that order both on the network profile and in the community switcher (maybe dashboard too?). This would allow users to put the communities they care about most early in the list, easing navigation.

This would address some of the requests in meta:290090.

A basic network profile is now in place, unblocking this.
