Project Form: Move github description error to right above 'Add Projects' button #109

Recommendation: pair with #110 NOTE: Error UI is already implemented. This task is to only move in the correct place!

User story: As a user, I would like to see the error message to the bottom rather than on the top. (If the screen was small, wouldn't be able to see the error).

Deliverable: Error message to show below the last form field.
