Related to #118 #112 BEFORE YOU WORK ON THIS TASK: make sure backend API supports tags OR verify API signature with the developer who is working on #118. User story: As a user, I currently can't see the tech stack for the project.

Deliverable: Project card should show tech stack above 'Looking for' section. Important Notes:

Tags are already implemented, just work to make sure it follows the mockups/design.
