if you don't mind me asking, how will this change the contribution process from someone outside the codota organization?

i'm not quite sure I understand what the new jira-related workflow does. does it require that all prs have a related jira issue? will this be required for contribution from outsiders? I don't recall seeing a public jira for this repository
